Era-Net
Designed as an implementation tool to be used within the scope of the European Union Framework Programs, ERA-NET aims to increase international cooperation by supporting public-public cooperation in the member countries of the Program, ensuring coordination between national and regional research programs, developing and strengthening research and innovation programs.
In order to contribute to these objectives, the ERA-NET Cofund Tool was developed under the EU Innovation and Technology Program Horizon 2020. ERA-NET Cofund, which was created by combining the ERA-NET and ERA-NET Plus Tools used in the EU 7th Framework Program, aims to launch joint calls where national support mechanisms are used and international cooperation is ensured.
ERA-NET Cofund Facility projects follow a typical Horizon 2020 Program call and support process. Projects are submitted to the ERA-NET Cofund Instrument topics published in the Horizon 2020 Program work programs, taking into account the priorities of the member countries of the Program and the strategy documents published by the European Commission, by consortia formed by the national funding institutions in the member countries of the Program. As a result of the evaluation, ERA-NET Cofund joint call is launched within the scope of the successful projects. The European Commission transfers additional funds to the common funding pool created by the project partners for only the first of the joint calls launched under the ERA-NET Cofund project. This contribution is used by the funding agencies.
In the joint call, stakeholders from at least three countries in the ERA-NET Cofund project consortium are expected to come together and submit a project to the call secretariat. The joint call applies a two-stage application and evaluation process. In addition to international evaluations, the funding agencies may also carry out eligibility and technical evaluations for their national stakeholders. As a result of the evaluations, the funding of the stakeholders involved in the successful projects is carried out entirely according to the internal functioning and rules of the funding agency and there is no joint funding. After funding, the research team in each partner country is monitored and evaluated according to the internal procedures of the funding organization in their country.
